The Civilian Research Division was dissolved effective 31 December 1998. Remaining division functions have been redistributed to the Systems Diagnostics group and to Continuity of Operations (COOP) planning. This action reflects a reallocation of resources toward other operational needs. Active study participants have been released from their agreements as of that date. No further contact will be initiated. Inquiries regarding prior participation should be directed to records@nasri-us.com.

Public-facing sector updates regarding omnibus grant funding package HHS-NIMH-91-OASH have officially concluded. Public reporting for field validations is now archived.
Active contractors, technical leads, and psychological assessors must route all ongoing data ingestion profiles through the secure intranet architecture. Unauthorized external queries are subject to standard DSS security protocols. Technical leads may obtain current routing credentials through the personnel login.
Remediation and testing of date-dependent NASRI systems was completed on 30 September 1998 under internal project 98-Y2K-02. Modeling tools supporting the Evolutionary-Stress Framework (ESF) and Socio-Biological Complexity Mapping (SBCM) have been recompiled with four digit date handling and revalidated against archived data sets covering 1994 through 1998.
Continuity of Operations planning for the rollover period is ongoing. Contingency schedules covering designated critical infrastructure hubs have been delivered to affected partners under separate cover. Duty staffing at the facility will be maintained continuously from 30 December 1999 through 3 January 2000. This statement is provided for information only and is not a warranty.
Effective 1 October 1998, all visitors to NASRI facilities must be badged at the lobby station and escorted at all times by a cleared employee. The escort ratio is one employee per two visitors. Badges are surrendered at exit and are not reissued.
Observation corridors in Building 2 and in the east wing of Building 4 are closed to visitors during active sessions. Employees are reminded that session hours are posted internally each morning and are not to be discussed outside the facility.
Retention Schedule RS-6 has been revised. Participant intake forms, session logs, and biometric worksheets generated under Civilian Resilience Optimization (CRO) protocols are retained for 90 days from the date of last contact and are then destroyed. Summary statistics are retained indefinitely.
Records held under contract-specific instructions are unaffected by this revision. Department managers are responsible for confirming that local and working copies are purged on the same schedule. Questions may be directed to records@nasri-us.com.
Field Site 4, located in Nye County, Nevada, was placed in caretaker status effective 1 March 1998. Permanent staff have been reassigned to the main facility. Instrumentation and enclosures remain in place and are inspected quarterly.
Automated collection continues at a reduced interval. The site is closed to visitors and to unescorted personnel. Correspondence regarding Site 4 should be addressed to the program office.
Dr. Elaine M. Corbett has been appointed Director, Civilian Research Division, effective 1 November 1997. Dr. Corbett joined NASRI in 1989 and previously served as principal investigator for Neurodiversity Threshold Optimization (NTO) studies at the main facility.
Dr. Corbett succeeds Dr. R. Halloran, who has retired from the Institute. Dr. Halloran's open case files have been transferred to the division records officer.
Requests for NASRI technical reports must be submitted in writing on organizational letterhead and must cite the report number in full. Telephone requests are no longer accepted. Normal processing time is six to eight weeks.
NASRI is a privately held institution and is not subject to public disclosure requirements. Release of any document is at the discretion of the Office of Corporate Administration and may require sponsor countersignature. A contracts liaison office was opened at Arlington, Virginia on 1 August 1996 to support correspondence with awarding offices. Initial staffing is 4 employees. The office performs no technical work.
The office does not maintain a public reception area. Mail and deliveries directed to the office should be routed through the post office box. Details appear on the Contacts and Locations page.
The mailing address of the National Adaptive Stress Research Institute was changed on 1 February 1995 to Post Office Box 26140, Las Vegas, Nevada 89126. All contractual correspondence, invoices, and formal notices should be directed to the box as of that date.
Street deliveries are no longer accepted at any Institute address. Carriers requiring a street address for routing should contact the shipping desk in advance. Mail sent to the former street address will be forwarded through 30 June 1995 and returned to sender thereafter. Contract officers should update their vendor files accordingly and confirm receipt to contracts@nasri-us.com.
The Civilian Research Division was established effective 1 October 1994 to consolidate human factors work previously distributed among three groups. The division administers Civilian Resilience Optimization (CRO) field validations and supporting laboratory work under omnibus grant funding package HHS-NIMH-91-OASH, which NASRI holds as a contractor.
Recruitment of study participants at the Albuquerque and Reno sites begins in November 1994. Enrollment materials are distributed through participating municipal partners. Participation is voluntary and compensated at the rates stated in the enrollment agreement.
